CommonEventSchema and VES spec - restrictive IPv4/IPv6 format
- Added a new CommonEventSchema_30.2.1_ONAP.json
- Included more restrictive IPv4 and IPv6 address checks for pnfRegistration
- Updated VES spec to 7.2.1 - to refer to CommonEvent...30.2.1 and its internals
