Migrate msb-java-sdk docs
This project has no docs.
Added a dummy index.rst so the build
passes.
also added a .gitreview
Merging this will create
https://onap-msb-java-sdk.readthedocs.io
This build will run in parallel
to the current docs generation method
until we are ready to cut over.
