Provide PNF Package for Integration Test
This is first version of unsecure PNF package that can be used for
integration test of Pre-Onboarding and Onboarding of a PNF package.
PM Dictionary and VES Registartion file are empty at this point and are
only included as placeholders until the actual files are ready.
