Upate docker tags, raw repo locations
1. Update docker tags to the followingi 4 tags:
imagename:symver-timestamp,
imagename:symver,
imagename:symver-snapshot,
imagename:latest
2. Update dcaegen2 raw artifact location using release tag:
for example ...${reponame}/R2/artifactname...
