Fix tagging for CSITs
- latest tag should not be used to prevent confusion with casablanca,
instead 1.1-SNAPSHOT should when referring to latests (Dublin) build
- this allows for less frequent changes in CSIT
repository after code freeze (when changes need to
update service version)
