Switch cmso maven-stage to Ubuntu
Currently, optf-cmso contains scripts only
applicable to Ubuntu and they do not run on
CentOS.
The team agrees to have their maven-stage job
running on Ubuntu for now and skipping artifact
signing until they are able to adapt their repo.
