Clean up build jobs for R2
Since the Pypi upload is still not fully working yet
(helpdesk ticket #44260), it is best to remove pypi
related jobs for now from the dcaegen2-utils definition
so the R2 release manager can have a cleaner view. We
will add back these jobs after the R2 branch is cut to
resume the integration with LF Pypi server.
Also removing job definitions for de-scoped projects.
