Update local-docker.yaml to support Centos

-Few packages do not need to run on a Centos packer
build. Leave them exclusively for Ubuntu.
-Update install tox step.
-Simplify already exisitng Ubuntu rules as we only
have Ubuntu flavor for Debian OS.
