Add test cases for MdsalHelper
Add test cases for MdsalHelper methods toBuilder() and toProperties().
This requires a Yang model, so added a copy of sliapi/model to sli, since
could not use sliapi directly otherwise would create circular
dependency (since sliapi depends on sli).
