ChangeModelVnfBB: changeassign operation missing for VNF
-Adding 'changeassign' in DG Builder Graph for Vnf-topology-operation
-Whenever ChangeModelVnfBB is triggered from SO, it fails in SDNC, by adding this DGB, it resolves.
