Fix vnftools load issues
Fixed 2 issues that prevented vnftools from loading:
1) Added org.onap.ccsdk.* to Import-Package in provider manifest (needed
to resolve path to SvcLogicJavaPlugin)
2) Removed useless Properties arg from VnfTools constructor
