Implement simple onboarding cassandra upgrade
Introduces a folder to hold cql scripts to upgrade the onboarding
cassandra. The files will be copied to the docker and executed in
alphabetical order.
The suggested pattern for the file names is YYYYMMDD-changeName.cql.
