Publish properties for Portal/SDK versions
The portal release candidate is on branch release-1.3.0.
The same branch is cloned for portal/sdk, instead of the desired release-1.3.1.
Provide suitable property files for SDK versions 1.3.0 and 1.3.1.
Issue: PORTAL-134
