Update PAP documentation

Update documentation to align with PAP-PDP communication changes. PDP_UPDATE message now stores lists of policiesToBeDeployed and policiesToBeUndeployed. Removed any references to the policies field as this has been removed from PDP_UPDATE and added the new lists to the documentation.
