2020-07-07Add fetch timeout to PAP propertiesJim Hahn1-1/+2
When an error occurs fetching from DMaaP, PAP should not try again immediately, but should wait a little bit before retrying. Added the the fetch timeout property to prevent it from defaulting to -1 when retrying.
