Add and register DAO provider wrapper

Added a DAO provider wrapper supporting a single create() method
to create a DAO provider.  PapActivator registers it at start-up.
Commented out some junit timer tests that seem to fail intermittently -
doesn't impact code coverage.

Removed TODO from close() method.
