Make gui-pdp-monitoring work in Docker image

Serve PDP Monitoring HTML using nginx in Docker image
Don't serve HTML content from PdpMonitoringServer
Remove unused dependencies in gui-pdp-monitoring
Add proxy setting for local dev testing with npm start
