for package cleanup.
The work is needed to run the PDP-D with no applications, native
policies may exercise this set up. This work provides a functional
image with a precooked installation.
This work will allow fixing and cleaning up of CSITs specific to
this repo which maintenance is problematic.

BUILD_VERSION could not be used in ENV variable
as it is cooked in the base image itself. Need to
create a new one to reflect the drools build to
get by.

Alpine OpenJDK was updated 2 days ago (3/14), this
upgrade seems to break java applications that depend on libnss*.so
OS libraries, which seem are no longer installed with the jdk.
Before:

Three problems are solved: (a) no amsterdam application comes
up, (b) wait for mariadb not working, (c) timeout does not work
(different syntax).

loaded at initialization
+ support of configurable JVM options (-X, etc ..).
+ rearrange aaf configuration to avoid {{}} installation variables
and use dynamic enviroment variables.

This commit adds tooling to better support development activities
for drools developers.
1. deploy artifacts to nexus or to local file repository on demand.
It also allows to test on a single drools instance without the
dependency on a nexus repo.
2. make installation configuration files conform to same
convention (all upper case).

Per current logging spec, the location is recommended to be
under /etc/onap/<component>/subcomponent but is acceptable
to have an enviroment variable pointing to it instead.
Environment variable is preferred over fixed location so
the config files are not all over the place, and is not
placed under directories owned by root.

OOM team reported issues with ONAP installation in
terms of config map sizes. After discussion with
OOM team, one solution is to cook it in the docker
image itself. This will solve the size issue on
the OOM side.

During container instantiation, it will check
for available applications to preload, ie. control loop
or any other ones. It will install them if available
or start with no applications loaded otherwise.

Correction to previous commit "Move docker_*.sh scripts into
policy/engine" as attempt to build docker image will result in failure to
pull the policy-base image from nexus
The policy-base and policy-os images are removed in favour of including
the contents of those images directly in the policy-pe image
