don't begin new transaction
Persistence code was not checking to see if a transaction was already
in progress before beginning a transaction.
Fix checkstyle issue with comments and parameter for EntityMgrException.
Restore other checkstyle fixes.
More checkstyle fixes.
Rename some variables.
