Extracted common code from various XxxBaseTest classes into:
- Topics class to manage messages for test topics
- HttpClients class to manage HttpClient objects for tests
- Simulators class to manage simulators for tests
- Rules class to manage start up and shutdown of rules
Merged remaining code from XxxBaseTest classes into a single
class. Modified the Frankfurt and Usescases tests to subclass
from this new class and specify just the relevant tests to be
executed.

Note: VcpeTest and VfwTest are not included, as they depend on updates
to the APPC and APPC-LCM Actors.
Added feature-controlloop-frankfurt.
Added HTTP client property files to feature-controlloop-management.
Updates per review comments:
- pom changes
- simplify FrankfurtBase
- rename event-svc-http.properties
- change "usescases" to "frankfurt"
- use blanks for CDS property defaults
- trailing spaces in http-client files

Tosca Compliant and Toscal Legacy Operational policies are
both supported for backwards compatibility.
vCPE usecase junits to support 2 equivalent policies,
one tosca compliant and the other one legacy.

Created java definition of CoordinationDirective class.
Initial library supports one coordination directive FirstBlocksSecond,
prototype for this directive added as firstBlocksSecond.xml.
Functions for compiling example yaml directive are in SupportUtil.

This is work in progress to directly work with Operational
Policies with the casablanca controller for now.
It is part of prototyping efforts to enhance the management
of control loops, but the functionality can be used in
production environments.

The following changes aim to have a quicker start of the drools container:
1. For both amsterdam (and the experimental beijing) controllers
dependencies are pre-installed, so the loading of 3rd party
dependencies are faster.
2. Further enhancements in installation.
3. Make sure that the naming of the generated control loop
artifacts have a "control loop" label associated with it,
so in the future, if other applications are added (non
control loop related) do not conflict and is clear.

This is the first of 2 code inspections.
This review contains though most of the work.
It keeps tracks of all in progress transactions
by intercepting all notifications. From that
appropriate metrics can be obtained and logged.
The actual logging of the metrics and enablement
of the feature at install time will come in a
subsequent review.

The naming of Maven modules in drools-applications was not
aligned with the directory structure in the git repository
of drools-applications. Therefore it was difficult to
see the strucutre of the repository in Eclipse and other
IDEs. This change amends the Maven module IDs to
reflect the repository directory structure.
This patch reset fixes the previos patch set, where many
references to maven modules internally in drools-applciations
were missed. See also changes in engine and docker repos.
Updated to reflect repo directory structure in maven
artifact groups.

implemented as an optional loadable feature, this
capability enables to bring up simulators used by
junits in a pdp-d lab configuration.
After lab installation, perform:
1. features enable controlloop-util
2. policy start
Now the simulators are opened at ports 6666, 6667, and 6668.

Moved the simulators to the simulators project in controlloop/common.
They can now be accessed with the Util class in the simulators project
or the Util class in template.demo, for backwards compatability. Also
renamed AaiSimulator to AaiSimulatorJaxRs

This also includes workarounds to the recent oparent dependency
introduction that breaks runtime (with the version-check-maven-plugin).
manifested by loading control loops and failing to load some classes
due to different versions.
The issue was that underlying drools libraries use 3.2.5 and oparent
has included a had dependency with transitive dependencies for some maven
libraries in 3.2.3 and lower version xml parsers. Bottomoline, the
classpath at runtime was formed by the union of both, with some
libraries being resolved to the oparent one, and others to the drools
one. These errors are very obscured to debug.
Additional clean up of dependencies versions and order of build
was introduced to avoid issues loading dependencies at runtime in a
lab environment (non-junit)..
