Add LifecycleApiForwarder in policy/distribution

* Adding implementation of LifecycleApiForwarder in policy/distribution
for forwarding policy to new components (PAP & API).
* Adding related test cases and json files for testing.
* Created a rest simulator to use for testing the API calls.
* Fixed review comments
