Rename ParticipantControlLoopUpdate message

This commit has no logical changes considered, except renaming
ParticipantControlLoopUpdate message to ControlLoopUpdate message.

According to following wiki ParticipantControlLoopUpdate message is
renamed to ControlLoopUpdate message.
