Copyright Message in 'empty' files

While packaging/verification of the jjb job,
saw error (on many files, not just this) that
 the file cannot have 'only comments in it'
- since all the ONAP files need to have this
copyright message, these __init__.py
(a module specifier marker file only) can be excluded
from this requirement? - This will
be a good test for our jjb tempaltes as well.
