oom - Introduces the ONAP Platform OOM (ONAP Operations Manager) to efficiently Deploy, Manage, Operate the ONAP platform and its components (e.g. MSO, DCAE, SDC, etc.) and infrastructure (VMs, Containers).

	It may be causing some flakiness with some healthchecks passing in OOM builds. Not sure the root cause, as the problem happens occassionally, may be a race condition or something else (legacy PDP and dependent components may take some time to initialize).
