oom - Introduces the ONAP Platform OOM (ONAP Operations Manager) to efficiently Deploy, Manage, Operate the ONAP platform and its components (e.g. MSO, DCAE, SDC, etc.) and infrastructure (VMs, Containers).

	** Changes to add readiness checks for all dependencies, make copyright notices consistent. This commit adds a job that is supposed to spin-up DCAE Few problems: Bootstrap fails looking for consul service, which has Release.Name prefix. Release.Name will soon be removed everywhere.
