oom - Introduces the ONAP Platform OOM (ONAP Operations Manager) to efficiently Deploy, Manage, Operate the ONAP platform and its components (e.g. MSO, DCAE, SDC, etc.) and infrastructure (VMs, Containers).

	As it was agreed with Vijay we are downgrading standard defined domain used in OOM to version that is compatible with helm charts and config map size used during ONAP deployment.
