oom - Introduces the ONAP Platform OOM (ONAP Operations Manager) to efficiently Deploy, Manage, Operate the ONAP platform and its components (e.g. MSO, DCAE, SDC, etc.) and infrastructure (VMs, Containers).

	The Default namespace prefix for all pods deployed by one-click is 'onap', but the values file for Consul was using 'inf' instead. This has been corrected to be in line with the other components. 2017-09-21	Add Consul support to 'OneClick' deployment.	gfraboni	1	-0/+7
	The OOM is moving to using Consul to provide health checks for all ONAP components. This push adds deployment of a 3 node Consul Server cluster and a single Consul agent to the 'OneClick' deployment. As a first step, health check scripts for the A&AI microservices have also been included. Support for additional ONAP components will follow.
