oom - Introduces the ONAP Platform OOM (ONAP Operations Manager) to efficiently Deploy, Manage, Operate the ONAP platform and its components (e.g. MSO, DCAE, SDC, etc.) and infrastructure (VMs, Containers).

	Add option to disable any deployment by using conditions in helm templates. Each deployment will get helm parameter - boolean flag allowing to disable it. The flags can be listed in the custom values.yaml file that can be passed to the createAll script with '-v' command line option. 2017-09-21	Add Consul support to 'OneClick' deployment.	gfraboni	1	-0/+22
	The OOM is moving to using Consul to provide health checks for all ONAP components. This push adds deployment of a 3 node Consul Server cluster and a single Consul agent to the 'OneClick' deployment. As a first step, health check scripts for the A&AI microservices have also been included. Support for additional ONAP components will follow.
