Add new SO component so-appc-orchestrator to OOM

- This is a new component with SO
- This component polls bpmn for any app-c related
  tasks. If there is one, it will pick up the task,
  execute the task and provide task status to bpmn
- SO code related to this functionality has already
  been delivered by Elena.
