[DCAE] Update tcagen2 version to 1.3.1
Changes:
- Update DCAE-SDK to load config and policies from mounted files
- Vulnerabilities fixes
- Add AaiSerializer to prevent the duplication entry
- Fix AAI HTTPS connection issues
