Moving to Helm v3. Updated unit tests.
Reworked Healthcheck Execution to align
with v3 design.
Helm v3 requires newer version for K8s
libraries. Moved to use version 0.19.4.

Implements basic functionality of running starting Healthcheck.
Results can be inspected so-far without dedicated API, by using, for
example, Query API.

This change reverts fef2f1a959341d2abaea6dadaecccc4952c284c9 commit that
updated helm library to a version, that no longer allowed helm v3 charts
by explicitly failing when parsing them. Proper support of helm v3 is
still not implemented in k8splugin, but at least it shouldn't fail on v3
packages that don't implement v3-specific features.
Also apart from revert, go.mod/sum have been also tidied.

goautoneg used to be available from bitbucket.org/ww/goautoneg
but not anymore. operator-sdk has been importing it from
github.com/munnerz/goautoneg for some time now but since we were
using operator-sdk v0.9.0, it was still pointing at the old (now
deleted) repository.
This patch bumps operator-sdk to v0.19.0 (which doesn't use
goautoneg from bitbucket), controller-runtime to v0.5.11, helm to
v2.16.12 and all k8s.io dependencies to v0.16.9 (consistent with
the k8s v1.16.9 we use).
Code changes have been made to make all modules compatible with
the new dependencies.
All src go.sums have been cleaned (deleted and re-built).

Adds a namegenerator package which generates
readable names for instances.
This will go with a small change in the API
where we expect instance names and will generate
the names if they are not provided.

The plugin code has been refactored to
implement a common interface.
This will allow us to do plugin validation
at loadtime of the plugin instead of at runtime.
This also makes the code calling the plugins cleaner
and easier to read.

Add support for evaluating helm templates
The interface provides a way to get a map which
contains a mapping from kubernetes kind to the
corresponding yaml file that defines a resource
of that kind. This map is then provided to the
instantiation code at instantiation time to create
in the kubernetes cluster.
P5: Use filepath.join instead of strings.join
P9: rebase with new folder structure
P10: moved the helm code into its own package.
P12: Add unit tests
update the go.mod to use latest docker version

Bumping up the kubernetes client library used
to kubernetes 1.12.3
We will move it to v10.0.0 once our k8s deployment
moves to 1.13.0
Bumping kubectl version to 1.12.2 as andrewrothstein/ansible-kubectl
does not have 1.12.3 in its main.yml

Migrating to mongodb from consul.
The main reason being the value size limitation of 512kb in consul.
See https://jira.onap.org/browse/MULTICLOUD-426 for details.
This requires a little bit of hierarchy management
and data management.
We are no longer converting structs to json encoded
strings. The underlying db supports structs without any modifications.
Also, since Mongo has the concept of collections, each submodule can
use its own collection for storage as needed.
Definition uses a collection called rbdef right now.
P10: Enabling unit tests for mongo.go. This requires the usage
of aliased functions.
P11: Expanded unit tests for all functions in mongo.go
P12: Refactored parameter validation.
Removed TestHealthCheck as we are not mocking any of the
db commands right now
Checking return value of read with an expected value
P13: Adding back consul support.
Fixing functional test
Full consul implementation check and modifications is
being tracked by MULTICLOUD-427
P15: Fix ReadAll unit test and corresponding code
ReadAll now returns error when no objects are found

getting, listing and deleting VNF Definitions.
