Support user_directives that are attributes lists

Support the attributes in user_directives
attributes are lists of the following form:
"attributes": [
 		{
 			"attribute_value": "foo",
 			"attribute_name": "bar"
 		},
 		{
 			"attribute_value": "value2",
 			"attribute_name": "name2"
 		}
 		]
