Change URI to ndcontextbuilder
Issue-ID: LOG-648
The network-discovery context path in the URI is the same as we use for
the network discovery microservice so we are changing this to be
ndcontextbuilder to remove the confilict.
URI will be of the form:
http://<host>:8080/ndcontextbuilder/service/
