holmes/engine-management - This component is designed for the engine management in Holmes. It's mainly responsible for starting and stopping the rule engine. This component can be extended if the number of alarms exceeds the processing limit.

	It leverages the latest change from lfdocs-conf and the upper-constraints.txt now centralized in ONAP docs. In a long run, upperconstraints.os.txt should be removed once ONAP is synced with OpenStack.
