Promoting Thomas Kulik as committer

I would like to nominate Thomas Kulik as a committer to the doc project.

Thomas has made significant contribution to the team such as supporting in
maintaining the tool chain, organizing sessions for events,
actively participating in meetings, troubleshooting as well as working with
end to end documentation.
