Update git submodules
* Update docs/submodules/multicloud/framework.git from branch 'master'

- Merge "Fix infraworkload forwarder"
- Fix infraworkload forwarder
Check content_Type, if is multipart, then use multipart handler,
otherwise use normal forwarder.
