The VNF heat templates and environment files for the Casablanca release
provide backwards compatibility with previous releases. In the build
heat template of each VNF, the compile_state parameter is included
with a default state of ‘done’ specified.
This change removes the compile_state parameter from .env and .yaml files
where it was not necessary in order to maintain consistency with the way
that backwards compatibility is provided in vG-MUX and vGW templates.

Separate templates and build scripts have been created for vBRG and vBNG.
Build logic and parameters are removed from install scripts and
base heat/env files used to deploy the VMs.
For backwards compatibility, compile_state parameter was added to both VMs.
Small corrections were made to the heat templates for clarity.

Checkout hc2vpp and vpp released code rather than stable branches.
Modify heat and env template parameters to specify release tag is checked out.
The buildable vBRG image is no longer dependent on snapshot artifacts.

- Take out shared networks (use network templates in SO)
