Revert "Update SDK version to 1.8.4"1.9.0
Commit causes failing gating because SDK 1.8.4 takes configuration
from ConfigMaps instead of Consul. It is necessary to make changes
in HV-VES robot test on gating before update SDK to 1.8.4.
