Ncmp Producer Setup
- Ncmp Kafka Publisher setup
- Test scenarios
- Refactored existing test class which were using kafka producer and
consumer properties to use from common MessageSpec
- Upcoming : Implementation Proposal and Actual logic to publish the
correct event
