De-registration: send event(s) using central state

- refactored method "parseAndRemoveCmHandlesInDmiRegistration"
	- added method to send events for DELETING and DELETED
- introduced private method in state handler
- updated unit tests for registration spec
- added unit test to cover new private method in state handler
