Previously removed the jjb macros to install robotframework components,
but the jobs still reference the property file that was generated by the
macro. Removed the reference.

The Policy CSITs install their own robot framework now, so no need to
copy it as part of the build job.

The policy CSIT builds are failing, apparently because they are not
using code from the latest master tip. Per Jess, fixed this by
changing to the 'default' strategy.
