Convert sql-resource provider to blueprint

Changes made:
* Updated SqlResource class to include data members referenced in blueprint.xml
* Added SqlResourceProvider class to resolve properties file
* Added sql-resource-blueprint.xml
* Removed SqlResource Activator
* Added unit test for SqlResourceProvider
