Update ccsdk/oran to use released version of parent poms in preparation for release build. This is needed because ccsdk-oran Jenkins job is set up to use maven version plugin to roll version, instead of simply removing all occurrences of '-SNAPSHOT' in pom.xmls before doing staging build. Jenkins job should be changed not to use version plugin so that in the future we don't have to change parent pom version before release build.
