Comment out dgbuilder docker temporarily
Temporarily commented out dgbuilder-docker module so that we can release
rest of the CCSDK dockers for RC1. Nothing changed in dgbuilder between
release 0.7.1 (RC0) and now, so we can simply continue to use released
version 0.7.1 until issue is resolved.
