The appc-config-params feature is expecting the appc-yang-generator
jar file to be in the opendaylight folder. It was relying on it
being extracted from appc-artifact-handler, but artifact-handler
can't install without config-params being installed. It needs to
be included in the installer zip of appc-config-params.

This is the first commit of the rename. This commit changes
refereces to org.openecomp.appc > org.onap.appc that occur within
files. The package folder structure is not changed in this commit.

asdc-artifact-handler: an interface to receive artifacts distributed
by SDC and persist them into the local database.
appc-design-services: an interface to manage VNF configuration
artifacts, primarily those generated by the configuration design tool.
Includes these user stories: APPC-28/85
