Consolidate PolicyRestAdapter setup
Put common code into PolicyEngineUtils that the controllers use to populate the PolicyRestController. Also some more sonar cleanup and formatting of XML files. Shortened 120 line characters. Removed some trailing spaces from comments. Fixed up one JUnit. Licenses.
