Update docker tag convention2.0.0-ONAPbeijing2.0.0-ONAP
Update docker tagging convention to use:
v0.17.0-SNAPSHOT-YYYYMMDDTHHMMSSZ (for dev images)
v0.17.0-STAGING-YYYYMMDDTHHMMSSZ (for staging images)
