Adding new Profiles and Plugins

Adding maven-tidy-plugin to root pom to format/validate pom content.

Copying Quick (q) profile from odlparent-lite to springboot-starter-parent (as spring-boot-starter-parent is not inheriting anything from odl parent pom hirearchy.)
